Notable roles include Secretary of the Department of the Environment and Energy (2013 - 2017) and Associate Secretary in the Department of the Prime Minister and Cabinet, following senior roles at the Department of Treasury and the Reserve Bank.Dr. de Brouwer is Honorary Professor, The Crawford School of Economics and Government at the Australian National University (ANU), a member of the Board of the Australian Nuclear Science and Technology Organisation and the Committee for the Development of Australia, and a Trustee of The Nature Conservancy Australia. He is a member of the Independent Panel reviewing the Australian Public Service and led the 2018 Review of the Woomera Prohibited Area Coexistence Framework. Dr. de Brouwer is National President and a Fellow of the Institute of Public Administration Australia. Close Panel Discussion Moderator Shiro ARMSTRONG (Visiting Scholar, RIETI / Director, Australia-Japan Research Centre, ANU) Bio Shiro Armstrong is an economist and Fellow at the Crawford School of Public Policy at The Australian National University. He is Director of the Australia-Japan Research Centre, Editor of the East Asia Forum, Director of the Asian Bureau of Economic Research and Research Associate at the Center on Japanese Economy and Business at the Columbia Business School. Dr. Armstrong took his PhD in Economics from the Australian National University and has been visitor to Tokyo University, Peking University, Harvard University and Columbia University. He is Head of the Secretariat for the Pacific Trade and Development (PAFTAD) conference series. His publications include 5 edited books, numerous peer-reviewed journals including in the World Economy, Asian Economic Journal, Foreign Affairs and Bulletin of Indonesian Economic Studies, and is a regular contributor to the opinion pages of the Australian Financial Review. Profile Close Panelists (in order of appearance) Christopher FINDLAY (Honorary Professor, Crawford School of Public Policy, ANU) Presentation [PDF:1.2MB] Bio Professor Christopher Findlay was from June 2011 until October 2018 the Executive Dean of the Faculty of the Professions at the University of Adelaide. Earlier positions include Professor of Economics in the Asia Pacific School of Economics and Government at the Australian National University (1999-2005) and Head of the School of Economics at the University of Adelaide (2005 – 2011), where he had also been a member of staff from for various periods between 1984 to 1999. He has also held positions at the ANU in the Centre for Resource and Environmental Studies, the Research School of Pacific Studies and the Australia-Japan Research Centre.His qualifications include Bec (Hons) (1974) [Adelaide], Mec (1977) [ANU] and PhD in Economics (1982) [ANU]. He is a Member of the Academy of the Social Sciences in Australia (2002). He is also a Member in the General Division of the Order of Australia (AM) (2007) where he was cited for 'service to international relations in the Asia-Pacific region, to economic co-operation in trade, transportation and economic reform, and to education.' Close HOSAKA Shin (Director-General, Trade and Economic Cooperation Bureau, METI) Bio Mr. Shin Hosaka has served as Director-General of the Trade and Economic Cooperation Bureau at METI since July 2019. As head of the bureau, he supervises policy planning and implementation in the areas of trade promotion, technical cooperation, investment facilitation, trade control and trade remedies.In his previous role as Director-General for Natural Resources and Energy Policy, Agency for Natural Resources and Energy, he formulated export policy for energy-related infrastructure and international negotiations concerning energy policies, and established a domestic system for ensuring stable supplies of resources and energy.Previously, he served as Deputy Director-General of the Industrial Science and Technology Policy and Environment Bureau, where he promoted technological development. He also served as Deputy Director-General of the Economic and Industrial Policy Bureau, where he managed general economic structural reform and industrial policies.During his career, he has held various posts, including Director of the General Policy Division, Agency for Natural Resources and Energy; Director of the Secretarial Division, Minister's Secretariat; Deputy Director-General for Policy Evaluation, Minister's Secretariat.Mr. Hosaka is a graduate of the University of Tokyo's Department of Economics, Faculty of Economics, and studied at the University of Michigan. Close URATA Shujiro (Faculty Fellow, RIETI / Professor of Economics, Graduate School of Asia-Pacific Studies, Waseda University) Presentation [PDF:458KB] Bio Shujiro Urata is Dean and Professor of Economics at Graduate School Asia-Pacific Studies, Waseda University, Faculty Fellow at the Research Institute of Economy, Trade and Industry (RIETI), Specially Appointed Fellow at the Japanese Centre for Economic Research (JCER), Senior Research Advisor, Economic Research Institute for ASEAN and East Asia (ERIA). Professor Urata received his BA in Economics from Keio University, MA and Ph.D. in Economics from Stanford University. He is a former Research Associate at the Brookings Institution, an Economist at the World Bank. He specializes in international economics and has published a number of books and articles on international economic issues.His co-authored books include Measuring the Costs of Protection in Japan, Institute for International Economics, and his recent co-edited books include Bilateral Trade Agreements: Origins, evolution, and implications, Routledge, 2005, Multinationals and Economic Growth in East Asia, Routledge, 2006, Free Trade Agreements in the Asia-Pacific, World Scientific, 2010, Economic Consequences of Globalization: Evidence from East Asia, co-editor, Routledge, 2012. Profile Close OKADA Kohei (Deputy Director-General for Trade and Economic Cooperation Bureau, METI) IIMURA Akiko (Professor & Head, Research Strategy Department University Research Administration Center, Tokyo University of Science) Bio Akiko IIMURA is Professor & Head, Research Strategy Department, University Research Administration Center, Tokyo University of Science.Prior to her current position, she served as a Counsellor at the National Cyber Security Center in the Cabinet Secretariat and contributed to risk assessment for the introduction of ICT such as 5G. Previous to that posting, she was Director of the Industry-University Collaboration Office, Director for the Defense Industry and Director of the Technology Evaluation Office and Technology Research and Information Office at the Ministry of Economy, Trade and Industry (METI). Her areas of expertise are Innovation Policy and Sensitive Technologies Control.She received her Bachelor of Engineering from the Tokyo Institute of Technology in 1993, Master of Arts, Law and Diplomacy from the Fletcher School, Tufts University in 2001 and Doctor of Engineering from the Tokyo Institute of Technology in 2018.
